Good governance requires leaders with high management proficiency, efficiency, and technical know-how. This article introduces the Ochometric Theory of Leadership, which categorizes governance capabilities into four critical domains: Conceptual, Tactical, Technical, and Mental (CTTM) skills. It argues that avid readers naturally develop these competencies, making them the most qualified candidates for leadership. Through a mixed-methods analysis, this study examines the relationship between technical know-how, reading habits, and governance outcomes. The results indicate that leaders high in CTTM skills achieve significantly higher governance efficiency. The study concludes that technical know-how is the basic foundation of public administration and recommends institutional mechanisms to elevate skilled readers into leadership positions.
