The value of roads to PNG’s economy and its people can hardly be overstated. They are the arteries of PNG. They link farmers to markets and businesses to customers. They enable people and communities to access services and markets. As such, linking rural people by road access is a critical component of any country’s development agenda. Papua New Guinea’s population of almost 11.5 million is young and growing. It is estimated by the UNDPA (2021) that its population growth rate is 3.1 percent and is estimated to reach 13 million by 2023. Almost 87 percent of the population is rural and dependent mainly on semi-subsistence agriculture.
