Macroeconomic volatility represents a critical structural challenge impeding sustainable economic development across Africa. This study investigates the key drivers of macroeconomic volatility—specifically focusing on external commodity price shocks, climate change vulnerability, and global interest rate tightening cycles— and assesses their cascading impacts on inflation, real fiscal deficits, and sovereign debt sustainability. Utilizing a structured macroeconomic framework grounded in contemporary empirical data from the African Development Bank (AfDB) and the United Nations Economic Commission for Africa (UNECA), this paper evaluates structural solutions to decouple growth from external economic dependencies. The results indicate that while average regional real GDP growth is projected to remain resilient at 4.2%, persistent underlying volatility continues to expand public fiscal deficits and exhaust debt sustainability thresholds. The study demonstrates that aggressive domestic resource mobilization (DRM), industrial diversification, and the accelerated implementation of the African Continental Free Trade Area (AfCFTA) act as definitive institutional shock absorbers. We conclude that transitioning from primary resource extraction to localized value addition is a mandatory requirement for anchoring long-term, climate-resilient sustainable development. Macroeconomic volatility remains a persistent barrier to achieving sustainable development across the African continent. This study investigates the complex relationship between macroeconomic instability—driven by commodity price fluctuations, inflationary pressures, and exchange rate shocks—and long-term sustainable development pathways in Africa. Utilizing a mixed-methods approach that combines panel data econometrics for 42 African nations with targeted country case studies, this paper analyzes how structural vulnerabilities amplify external shocks. The findings reveal that high volatility severely suppresses public investment in critical social infrastructure, undermines climate adaptation initiatives, and deters domestic and foreign direct investment. Furthermore, the analysis demonstrates that traditional, reactive fiscal and monetary policies often fail to mitigate these disruptions due to weak institutional frameworks and high debt burdens. To foster structural resilience, this study proposes a comprehensive, multi-dimensional policy framework. Key recommendations emphasize accelerating economic diversification through green industrialization, strengthening domestic resource mobilization, and establishing robust regional sovereign wealth funds. Ultimately, the paper argues that transforming African economies from shock-absorbing to structurally resilient systems is imperative for achieving the United Nations Sustainable Development Goals (SDGs) and the African Union’s Agenda 2063.
