Read morePurchasing is the operational core of procurement: the organised acquisition of goods and services needed to sustain production and operations at the required quality, quantity, time, and cost. This paper presents an integrated conceptual review of the purchasing function across four interrelated domains: the procedural stages of the acquisition and bidding process, from bidder selection through technical and commercial evaluation to post-award administration; the interdependency of purchasing with supply chain management, vendor relationship management, financial management, quality assurance, and risk management; the financial and administrative disciplines of cost management, financial-statement analysis, and contract administration that connect purchasing decisions to organisational financial performance; and the cross-border dimensions of global sourcing, regulatory compliance, and the ethical principle of good faith that governs buyer-supplier conduct. Drawing on established purchasing and supply-chain-management scholarship, the review argues that purchasing performance depends on treating these domains as a single governance system rather than as sequential or siloed functions, since weaknesses in financial, quality, or risk oversight typically surface first as failures in the bidding and award process. The paper concludes with recommendations for integrating financial and quality criteria explicitly into bid evaluation and identifies the comparative effectiveness of formal supplier-diversification strategies in mitigating global-sourcing risk in resource-constrained economies as a priority for future empirical research.
