Read moreThis study developed a proposed Mobile-Enabled Earthquake Early Warning System (EEWS) framework for Notre Dame of Dadiangas University to strengthen campus earthquake preparedness, awareness, and readiness. Further, the study, recognizing that even short warning windows can reduce injuries and improve response coordination, the study aimed to assess the institutional practices and perceptions related to earthquake impacts and drills, and design a layered, feedback-driven EEWS framework that connects official seismic sources to rapid mobile alerts and measurable response actions. A descriptive correlation approach was used, utilizing multiple instruments such as a structured survey questionnaire to gather baseline information on earthquake drill frequency and perceived earthquake impact indicators. A total of 100 respondents participated across the departments of the university. The results show that earthquake drills are usually done. Most of the respondents who answered said they were done once a year or twice a year, while twelve (12) said they were done more than twice a year, and one (1) said they weren't done at all. The survey revealed that the magnitude of the earthquake had the biggest impact followed by other impacts of the earthquake and injuries caused by the earthquake Potential loss of life or death and physical or structural damage were rated as moderate. Based on these results and how EEWS is currently used, the study suggested a five-layer framework: (1) a detection layer that uses external seismic data providers like PHIVOLCS and the Japan Meteorological Agency; (2) a data processing layer with an eventprocessing and decision engine supported by a database and analytics module; (3) an alert dissemination layer that sends push and SMS notifications to mobile phones; (4) a response layer that combines campus protocols and user actions through the NDDU mobile EEWS app; and (5) a monitoring and evaluation layer that collects metrics and user feedback to keep the system tuned and better. Overall, the study gives a useful, campus-specific EEWS framework that connects detection to decision to action and makes sure that it is always getting better through tracking and user feedback. This helps universities be safer and more coordinated when they prepare for and respond to earthquakes.
